Pressure is mounting on individuals accused of abusing the Parish Development Model (PDM) as Minister Balaam Barugahara has issued a tough 21-day ultimatum demanding the return of misappropriated funds.

In a statement shared on his official social media platforms, Balaam warned that anyone who extorted PDM beneficiaries, diverted funds meant for communities, or abused their position to access government money must refund it within three weeks.

The minister’s message leaves little room for negotiation.

According to the statement, those who fail to return the money within the 21-day period should prepare to face the law and possible prosecution.

The warning targets individuals who extorted beneficiaries for personal gain, misappropriated funds intended for local communities, and those who used their influence or office to divert PDM resources.

The move comes as government intensifies efforts to recover lost PDM funds and strengthen accountability across local government structures.

PDM remains one of the government’s flagship wealth-creation programs aimed at moving households into the money economy. Allegations of extortion and misuse have repeatedly triggered public concern, making the latest directive one of the strongest warnings yet issued against offenders.

With the clock now ticking, attention will turn to whether those implicated heed the minister’s call or risk legal consequences as authorities continue their crackdown on misuse of public funds.

The message from Balaam is clear: refund the money within 21 days or be ready to answer before the law.
