Kampala Lord Mayor Ronald Balimwezo is reportedly planning to seek a meeting with Chief of Defence Forces Gen Muhoozi Kainerugaba in a bid to draw attention to what sources describe as a deepening financial crisis at Kampala Capital City Authority (KCCA).
According to sources familiar with the matter, Balimwezo wants to brief Gen Muhoozi on the financial challenges that are allegedly affecting the day-to-day operations of City Hall, including delays in paying elected leaders.
The sources claim that councillors serving at both KCCA headquarters and the city's five divisions are yet to receive their first salaries since assuming office. They further allege that KCCA Executive Director Hajjat Sharifah Buzeki has informed them that the authority currently lacks the funds to settle the payments.
The reported salary delays have sparked concern among some city leaders, who fear the situation could affect service delivery and the smooth running of Kampala's administration if left unresolved.
Balimwezo, who assumed office as Kampala Lord Mayor in May, has consistently raised concerns about the city's financial position, arguing that Kampala remains underfunded despite its growing infrastructure and service delivery needs.
The reported plan to engage Gen Muhoozi also comes after Balimwezo reportedly told fellow councillors that National Unity Platform (NUP) president Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine, has never discouraged him from engaging President Yoweri Museveni, Gen Muhoozi or any other government official whenever Kampala's interests are at stake.
According to those present, Balimwezo maintained that meeting government leaders to discuss challenges facing the capital should not be viewed as a political offence but as part of his responsibility to serve the people of Kampala.
By the time of publication, there had been no official communication from Balimwezo, Gen Muhoozi Kainerugaba or KCCA confirming that such a meeting has been scheduled. Likewise, KCCA had not publicly commented on the reported salary concerns.
