Frustrated commuters and business owners along the Kyaliwajjala–Kira–Kasangati–Matugga corridor have been given renewed hope after the government issued fresh deadlines aimed at completing one of Wakiso District's most delayed road projects.
During an inspection of the UGX 220 billion project, State Minister for Works Fred Byamukama directed Chongqing International Construction Company to complete the Kyaliwajjala–Kira–Kasangati section by December 2026, while the remaining stretch to Matugga must be finished by July 2027.
The minister's directive follows progress in resolving long-standing challenges that have repeatedly slowed construction, particularly land acquisition disputes and compensation for project-affected persons. Previous government reports identified delayed right-of-way acquisition and payment bottlenecks as major reasons the project fell behind schedule.
The 21-kilometre road is a critical link within Kampala's planned outer beltway and is expected to ease congestion by improving connectivity between Kyaliwajjala, Kira, Kasangati and Matugga.
For years, however, residents and motorists have endured dusty roads, heavy traffic congestion, disrupted businesses and lengthy travel times as construction dragged on.
Speaking during the inspection, Byamukama urged the contractor to maintain momentum now that several of the key obstacles affecting implementation have been addressed. He emphasized that government expects the revised timelines to be met.
Some residents welcomed the renewed commitment, with one describing the minister as the "person of the year" for intervening to tackle challenges that have delayed the project for years.
Despite the optimism, several concerns remain among road users. Residents continue to seek clarity on the completion of bridges, major junctions, drainage works and whether the contractor will strictly adhere to the newly announced deadlines.
Once completed, the road is expected to significantly reduce travel time, improve safety, support business activity and strengthen transport links across Wakiso District and the Greater Kampala Metropolitan Area.
