A moment of laughter stole the spotlight as President Yoweri Museveni welcomed the new Local Government leadership team led by Balaam Barugahara and Justine Nameere.

According to accounts circulating from the cabinet transition and political circles, Museveni jokingly described Nameere as "qualsome" a reference to her energetic, outspoken and highly active political style, before suggesting that she would fit perfectly in the ministry alongside Balaam.

The President's humorous remarks reportedly drew laughter from those present as Uganda's new cabinet settles into office following the recent swearing-in ceremonies. Balaam was sworn in as Minister for Local Government while Justine Nameere took office as Minister of State for Local Government, placing the two prominent NRM mobilisers in the same ministry.

Nameere has built a reputation as a fearless political mobiliser and outspoken grassroots leader, qualities that have made her one of the most recognizable new faces in the ruling party's ranks. She recently entered Parliament after winning the Masaka City Woman MP seat and was subsequently appointed to cabinet.

Balaam, meanwhile, arrives at Local Government with a background that spans business, entertainment promotion and politics. His appointment places him in charge of a ministry that works closely with district and local authorities across the country.

Political observers are already watching to see how the Balaam-Nameere partnership develops, with supporters arguing that the duo's strong mobilisation skills could inject fresh energy into local government structures.

For now, however, it is Museveni's playful comment that has become the talking point, giving Ugandans an early glimpse of the personalities that will be working together in one of the country's most visible ministries.
